"The harmonisation of collective rights management rules has been on the Commission’s agenda since 1995. This long-awaited legislation aims to create a legal framework for the collective management of copyright and related rights, as well as the multi-territorial licensing of rights to musical works online. I have voted in favour of the ‘Copyright & related rights & multi-territorial licensing of rights-music online uses’ because I believe that the requirements for ensuring the proper functioning of collective societies will improve the governance and transparency of the online music industry. Secondly, the facilitation of granting multi-territorial licences for rights to musical works for online use in the EU will strengthen the collective dimension of management in areas where repetitive withdrawal of rights managed would lead to a loss of earnings and dismantling of the co-operative function of societies. I hope that this report leads to a clarification of the accountability of rules for both users and management bodies regarding the uses of copyrighted work."@en1
