"I would like to thanks Ms Ţicău very much for her question. She and I are members of the STOA Panel but I assure you we did not agree this in advance. I agree with her entirely and that is why I argue that we need more time and more engagement with the Commission at the strategic proposal stage because we should be looking at the evidence, we should be considering the scientific reports and we should be consulting more at that stage. And this is also the really crucial stage to get members of national parliaments involved, who otherwise feel very disengaged from the process. I think we have a lot to do there and I hope in the next cycle we will have a new interinstitutional agreement and we will have a Commission that is prepared to work with us much earlier on in the policy cycle than it does at the moment. It does not apply to all aspects of the Commission, but in many areas we have had excellent cooperation and I would like to see that policy cycle work continued."@en1
