"Mr President, almost a year ago I spoke in this Chamber on Laos and the abduction of Sombath Somphone, and I am afraid to say that nothing has really changed since. The climate of fear created by his abduction remains real. In Cambodia the situation is even worse, from crackdowns on workers by the security forces to a ban on demonstrations following the probably fraudulent elections. I am also very worried about the Everything But Arms initiative in Cambodia. The European Commission needs as a matter of urgency to act on the findings of the human rights impact assessment, because the EU cannot give privileges to companies which evict people from their land and homes without compensation. These evictions virtually equate to clearances; they are worse than evictions. The Liberals and Democrats therefore ask today for an obligation to testify that no eviction is carried out without full compensation as a condition for any company to benefit from the Everything But Arms initiative."@en1
