"Mr President, Prime Minister Hun Sen’s 27-year rule as the strong man of Cambodia, and the one-party communist state of Laos, which has seen just three leaders in the past 58 years, suggest a situation of entrenched misery rather than urgent needs, as described or suggested by today’s urgency debate. The national elections held last year in Cambodia, which were seen by many as irregular, saw an increase in violence perpetrated against those in opposition to the government. This climate now appears to be extending into 2014, as already we have seen five peacefully-demonstrating garment-factory workers killed by government security forces. In neighbouring Laos – a communist dictatorship – the sinister disappearance of the notable human rights activist and leading civil society campaigner against the regime, Sombath Somphone, and the reluctance of the Lao authorities to investigate, or to accept international assistance to do so, is also of great concern. There is, of course, scope for improving matters by having the European Union express conditionality requirements on basic civil and political rights in the terms of our own development aid packages to both countries."@en1
