"Housing is a fundamental right. The material deprivation and severe exclusion that the lack of a secure roof entails also makes it impossible to enjoy other basic rights. I find the emerging consensus over the effectiveness of housing-led approaches to homelessness an encouraging development. In our experience in the recent past, while many believed the property market would prosper forever, homelessness increased, many found themselves paying astronomical rents for inappropriate houses, waiting lists for council housing grew longer and longer and millions were spent in emergency, temporary accommodation. There is room for a more significant EU role to assist Member States in their efforts to eradicate homelessness. We need the Commission to heed our call for a common strategy based on the provision of secure housing, without sacrificing a whole range of social efforts to prevent evictions or the emergency support structures that assist those who sleep rough."@en1
