"Mr President, the joint motion is right in noting the terrible plight of homelessness and its increasing prevalence across the EU Member States. In my own constituency of London, annual figures for 2012-13 suggest that nearly 6 500 people were sleeping rough – including, sadly, many recently-arrived EU migrants. This figure represents an increase of 13 % over last year.
The global economic crisis is, of course, a strong determining factor in this trend. However, this does not excuse the problem or the need to take preventative action. Whilst I sympathise with the concerns which inform much of the resolution, I oppose the calls to undermine the clear position of subsidiarity that the EU has in relation to the Member States having competence in this area. The right of the Member States to deal with this issue in their own manner is absolutely vital. The resolution is careful to note the multifaceted nature of homelessness, so it should also respect the fact that those reasons are not necessarily uniform across all the Member States. This is not a matter for the EU, it is a matter for the Member States."@en1
