"Mr President, citizenship, as the etymology of the word implies, is the essence of civilisation. It is what mediates the reciprocal duties and rights of a national. That is why I and many other people were reluctant to extend the category of citizenship to a European level in the Maastricht Treaty, to remove the decision over the granting of citizenship from democratic, elected and accountable national politicians. We now see in this proposal the idea of selling it. There is an irony here, in that the Maltese are the one nation who have given themselves an opt-out from the right of other EU citizens to settle in Malta and at the same time are wanting to sell it.
That is their decision, provided it does not impact on other people. How about this? I am very happy to let Malta sell EU citizenship to whomever it wants, provided there is an equivalent and reciprocal right for my citizens in the United Kingdom to renounce theirs."@en1
