"As an MEP for Northern Ireland, I recognise the significant economic potential that underlies increased exports and opening up new markets for products and services developed in the EU. I also believe, however, that restricting market access to third countries that are unwilling to enter EU trade negotiations would have inherent risks – and potentially bring adverse results for our economy. Preventing these countries from entering EU procurement markets may encourage retaliatory action, jeopardising the opportunities that do exist in these economies for EU companies seeking to exploit particularly emerging markets in the future. In light of much of the beneficial provision included in the public procurement package that has also been debated in Parliament this week, I feel that the interests of businesses across my constituency would be best served by keeping the EU public procurement market open and competitive. I am also mindful that there are alternatives to this proposal, including dispute settlement mechanisms and bilateral trade agreements. Existing Member States should also be encouraged to open up access to remaining markets, and I would urge Parliament to support this approach as a matter of priority, rather than to potentially reduce market access in this way."@en1
