"Mr President, one way to help hardworking people is to reduce their taxes. One of the best ways to reduce their taxes is to reduce the cost of the state. One of the best ways to reduce the cost of the state is to open up public procurement markets as widely as possible. However, I understand the concerns here that we also need to ensure that markets overseas are also open for companies from many EU countries. However strongly we may feel about this feeling of reciprocity, it is important that it is not the EU but individual Member States which have the power to decide whether to exclude companies from other countries within the framework of the rule of law. This proposal to allow the EU to make that decision is nothing short of protectionism. Those of us in favour of open markets, and those of us in favour of free trade and investment, should oppose it."@en1
