"Mr President, when you look at the sectors covered in this report – the water, energy, transport and postal sectors – they are some of the largest utilities and some of the largest companies actually awarding public procurement contracts. It is important therefore that when they do that, the procedure is simplified as much as possible, in order to allow in new competitors but especially small companies.
One of the complaints that I get from small companies in my constituency of London when they are applying for these contracts is that the volume of paperwork and the administrative burden in applying for these contracts actually rules them out because, unlike some of their larger competitors, they cannot afford the time or a member of staff.
If we can do that, and at the same time make sure that these large utilities do not take advantage of their size vis-à-vis small suppliers – such as when they deliberately delay bill payment, sometimes pushing small businesses out of business – then, hopefully, once again we will have a more competitive public procurement market and we will give more opportunities to small businesses right across the EU."@en1
