"I supported this report, which aims to improve EU rules on public procurement by making them simpler and more flexible. Public procurement is vital to the EU economy and under this new directive public authorities will have more freedom to use procurement in a way that benefits everyone. The directive will allow local authorities to set most economically advantageous tender criteria, rather than just lowest cost, which will allow them to consider social and environmental concerns when awarding contracts. Other measures include allowing procurers to insist that collective bargaining agreements are respected; the possibility to exclude operators if they break environmental and labour laws and tougher sanctions for those who fail to comply. Mandatory rules on transparency in the subcontracting chain will help ensure it is clear where responsibility lies and help prevent abuse. I opposed the UK Governmentʼs position on reserving some contracts for mutuals as their definition of a mutual organisation was very vague and could clear the way for privatisation by the back door. However, overall this is a good directive that will make it easier for governments and public authorities to use public procurement in a way that helps achieve common societal goals."@en1
