"The package of three procurement directives represents a major reform of the EU’s public procurement system, with the potential to stimulate growth in the single market. This fundamental reform will first and foremost cut red tape by reducing the administrative burden for both participating companies and the public administration. This simplified and flexible reform package also integrates social considerations, such as improved employment and public health concerns. This package will undoubtedly be welcomed by my constituents in Northern Ireland, chiefly for the beneficial terms it offers to SMEs. Making up a substantial portion of the local enterprises, SMEs will be able to compete more effectively for tenders. For instance, Contracting Authorities can limit the number of lots that one contractor can win, avoiding a situation where one contractor wins all the lots. As well as removing barriers to market access for SMEs, the reform package enhances the transparency of the procurement process, requiring winning bidders to submit full documentation, and also excludes bidders on the basis of poor performance. With the approval of this fundamental reform package, public procurement is no longer a case of accepting the lowest price, but provides better and more innovative solutions to local customers’ needs."@en1
