"Mr President, a previous speaker spoke about the lack of transparency when it comes to public procurement and about the cosy relationships between those who are awarding contracts and contractors bidding for those contracts. Some of the ideas behind this report say that we should make sure that there are other criteria than just price when it comes to awarding those contracts. If you are going to insist on those other criteria, then rather than just accepting the most competitive bid, you have to be as transparent as possible. Otherwise, what you may well end up doing is actually reinforcing those cosy relationships. So let us make sure that we have as much transparency as possible when it comes to public procurement contracts, thereby allowing small competitors, small companies and new competitors to compete for those contracts and not be excluded, even if they offer the most competitive bid. Maybe then we might have a public procurement market that has the trust of everyone."@en1
