"At a time when youth unemployment levels are soaring across the EU, I share the committee’s desire to see preparations for cohesion policy funding in the period 2014-2020 take place in a timely and effective manner. The report rightly identifies the need for local and regional authorities to be involved in setting the priorities for European Regional Development Fund and European Social Fund spending. In my constituency, Northern Ireland, I am encouraged that our devolved departments and local councils have cooperated in this way.
I also welcome the committee’s focus on simplifying procedures and reducing administrative burdens. This is extremely important in terms of ensuring that organisations feel comfortable about applying for funding and equipped to do so. In Northern Ireland, the Peace IV programme will form part of EU cohesion policy post-2014 and, while preparations continue, I am delighted that there will be an overriding focus in the new scheme on youth, skills and employment. This is vital to tackle the legacy of terrorism in our country, and I therefore look forward to the finalisation of the operational programme."@en1
