"Mr President, it is a pleasure to say a few words on this very important topic. I think one of the words continuously repeated here in Parliament over the last few years is ‘smart’ – smart grids, smart meters, everything nowadays is supposed to be smart – and I suppose that the opposite to smart is being unwise, or perhaps even stupid.
So in one sense this is a no-brainer. Obviously we have to utilise European funds to the best possible advantage to do research – particularly in regions – with cooperation from the various stakeholders to get the best possible results. This applies right across all fields, and particularly so nowadays, as we have seen the ill-effects of the economic crisis and the often unwise or stupid decisions that were made leading to that. So we have to be smart from now on. If we are, then we will also be efficient, and that is what taxpayers want."@en1
