"As shadow rapporteur for Albania and rapporteur for its northern neighbour, Montenegro, I am delighted to welcome this report. Albania has worked hard to fulfil the 12 key priorities outlined in the Commission’s 2010 Opinion, and this is to be commended. Progress continues at an acceptable pace although this should not preclude us from noting areas where there is more to be done. The independence of the judiciary is still a priority, whilst efforts to tackle organised crime and corruption need improvement. Whilst it is true to say that EU accession has become a binding goal and the driving force for continued reforms, Albania’s politicians should remain mindful of the need to work in a spirit of cooperation and compromise (particularly when speaking of the country’s two largest political parties), if it is to fulfil the Copenhagen criteria, which is essential for EU accession. Aside from the purely political issues, the progress report raises concerns relating to discrimination of disabled persons, as well as the Roma and LGBT communities, and this is clearly an area that needs attention. Nevertheless, progress heads in a positive direction and I reiterate my previous support for Albania ultimately being conferred candidate country status."@en1
