"As ECR Spokesman on Legal Affairs I am supportive of efforts to improve the functioning of the European Court of Justice. Though we often feel the long arm of the Court stretches too far, it is important for business confidence and legal certainty across the Union that judgments are not endlessly delayed, but are reached in good time and following proper deliberation. I therefore support the idea put forward in this report, but would make several observations on behalf of the ECR. We feel that a final agreement should be adjusted so that representation of the variety of legal systems and traditions of the Union is guaranteed, in particular ensuring the continued recognition of the common law system at the top of the Unionʼs legal system. It is extremely important to the ECR that any solution found is budget-neutral, and while the addition of 12 judges could assist at present, we would also suggest that this is not a long-term fix. Instead what should be considered is firstly better law-making to reduce the need for references; and secondly a more comprehensive review, based on lower costs for justice and addressing the growing need for specialist expertise in Luxembourg."@en1
