"Mr President, I think it is appropriate that we are discussing this straight after the discussion on the ECB. On one side, we have the ECB and the institutions doing their best to save the euro and promote growth and jobs in the economy – and thankfully that is successful now and hopefully will continue. But, on the other side of the coin, we have all this tax evasion, tax avoidance, counterfeited goods and contraband pulling the economy down – it has been said – to the tune of EUR 1 trillion, or EUR 2000 per citizen of the European Union. This has to become a priority for us from now on. If I were President of the Commission, in the next legislature I would appoint one Commissioner whose responsibility it would be to deal with tax compliance and to set targets so that we could achieve these savings over a period of time, perhaps 20% by 2020 or more. That would save us EUR 200 billion per year. We could do a great deal with that money. Secondly, it is too easy for people to bring goods into the European Union. In September in my own country EUR 4.3 million worth of cigarettes were seized coming in from Malaysia undeclared. This cost the Irish economy EUR 3.7 million in taxes. This is just one example. So we have to use technology to ensure that more and more containers are scanned. Particularly given the development of the Internet of Things, this should be a priority for us so that we can make this a success into the future. There are also not strong enough sanctions for those who are found either to be defrauding the tax system, bringing in contraband or selling counterfeit goods. If there were sanctions, it might make people think a little bit more. Certainly, this is an area which has to be a priority for us in the next legislature. Let us set a target, let us have a Commissioner, and let us deal with it. Then we can bring down taxes for everybody else across the European Union."@en1
