"Mr President, the greatest test of relations between the Parliament and the European Council is of course still to come, in July of 2014 and with the appointment of the next Commission. The President of the European Council, Mr Van Rompuy, will act as the informateur in finding the successor to Mr Barroso and I think he is going to have to display exceptional sensitivity to parliamentary opinion. I believe, as a matter of routine, he ought to answer parliamentary written questions. At present he declines to do so and, with the greatest respect to the rapporteur, I do not think that Mr Van Rompuy deserves a state of the Union address of his own because I think that would tread further upon the prerogatives of the President of the Commission. I must say that I would have preferred a slightly wider scope to this report, to include criticism of the rotating presidency of the Council of Ministers, because I believe that a reformed European Council could bring much greater coherence and drive to the work of our respected second legislative chamber than it actually has at present."@en1
