"Europe’s retail sector, including the 11 000 retailers in Dublin, is of major economic importance and important in terms of social cohesion. Retailers account for 11 % of the EUʼs GDP and 15 % of all employment. The retail sector, especially small retailers, is a sector that has been very badly hit by the economic crisis and the decline in people’s spending power. I welcome the adoption of Parliament’s response to the Commission’s January 2013 Communication ‘Setting up a European Retail Action Planʼ and I would urge the Commission and the Member States to now act on its principal recommendations. I would take issue with the suggestion in paragraph 16 that the Services Directive (Directive 2006/123/EC) should be invoked to overrule urban planning laws. The Services Directive has no bearing on urban planning laws which are the responsibility of the Member States, and in particular their regional and local authorities."@en1
