"Madam President, the European Union election observation missions are important to Union policy and to democracy in support for a general election. I realise that they come at a considerable cost: 25% of the democracy and human rights budget over the period 2014 to 2020. However, they are essential cogs in the fight for worldwide democracy.
I have to say that I had the pleasure as a Member of the Irish Parliament of overseeing as an observer the first free elections in Thailand. It was wonderful how enthusiastic people were, queuing from five in the morning to cast their vote, and they were so proud of their participation in the electoral process.
That is the reason why I think that we need – we need – this particular cog. It is vital that we participate in terms of increasing transparency and confidence in the electoral process and provide an informed assessment as to whether or not the elections have been conducted according to the norms and in terms of what we believe to be the free, open democratic process. So I think this is an excellent report and long may our participation in election monitoring missions continue."@en1
