"Madam President, like the other speakers, I fully support this report and I commend the rapporteur, Mr López-Istúriz White. I think it is an excellent report.
It depends how you look at it, but the regulation establishing the financial instrument for development cooperation, which is so important and which we take a lot of pride in, does not contain any explicit reference to the possibility of suspending assistance to third countries in cases where a beneficiary country fails to observe the basic human rights principles. If we are going to suspend aid, then it is basically up to us. It would have to involve this Parliament.
While this is all very well if you have evidence that there is an abuse of human rights, there is a downside to this. The downside is that, while the suspension of assistance is a very dramatic step and should not be undertaken lightly, any suspension of aid would most likely have the greatest impact on those who most need support and for whom the whole project is designed. So I think we should be very cautious in relation to what we do in terms of making any decision to suspend development aid. So thank you again, it is a good report, but be careful."@en1
