"Madam President, I welcome the EURÂ 1 billion we are tonight committing to the European initiative for democracy and human rights, and I particularly welcome the new mechanism to provide urgent protection to human rights defenders. They put their own lives at risk defending what are our rights and it is right that we back up our own guidelines with even more concrete action.
The political challenges in implementing this instrument are:
One, for the Commission to have the political will and our political support to take risks by targeting the greatest need. This is not a fund with which to play safe.
Two, for human rights to be mainstreamed in the other external instruments and I welcome this requirement in the horizontal implementing rules. It can never be in the interests of human development for human rights to be violated.
And three, this Parliament has a serious role of oversight in relation to the implementing measures. I only regret that the government of my own country, the United Kingdom, objected to the Development Cooperation Instrument, apparently putting its desire to limit the actions of the European Union above the common objectives of combating poverty in the world.
Finally, I would like to send a message of support to the EU-NGO Forum on Human Rights taking place as we speak and welcome that this Parliament has used our influence to ensure even more civil society participation in the new programme."@en1
