"Madam President, as elected representatives, we have an extremely important role to play to ensure EU development aid is fully accounted for. The importance of equality between the EU’s colegislators during the decision-making process is not negotiable. The programming of a EUR 20 billion aid package has to be transparent and accountable. I would like to remind the Council in particular that Parliament is here to monitor and check the way we spend our taxpayers’ money in terms of international development. I am shocked that the Council opposed Parliamentary scrutiny of this area of activity. Voters should be told, and they will be told. I fully welcome and support the fact that the Development Cooperation Instrument will place a greater focus on the poorest countries than the current DCI does. Accountability and transparency, poverty reduction and wealth creation are our co-policies. This parliamentary achievement restores democratic accountability. Colleagues: well done!
