"Volunteering and voluntary activity is one of the mainstays of a functioning society. The goodwill and generosity of spirit required to volunteer, usually to assist the most vulnerable, reflects on the society in which we live. I am delighted to say that my own constituency has a proud tradition of voluntary activity, with the work of organisations like Volunteer Now and Community NI carrying on these practices. Nevertheless, I believe this report, while a well-intentioned follow-up to the European Year of Volunteering (EYV) 2011, will be an ineffective means of supporting voluntary activity. Unfortunately, this report does not fully respect the principle of subsidiarity, as it suggests providing compulsory insurance cover for volunteers and the establishment of a European Volunteering Development Fund. In my view, volunteering and voluntary activity should remain a Member State competence. In essence I feel that local organisations in my own constituency of Northern Ireland, with their expertise and knowledge of the voluntary sector, are in the position to take decisions. While I support Europe-wide efforts to promote volunteering and voluntary activity in the wake of EYV 2011, volunteering should not be managed at EU level."@en1
