"Mr President, let me make a concession, cynical hard-bitten Eurosceptic as I am. The European Union is at its best when it holds up a model of the rule of law to neighbouring countries. One achievement which I will happily concede is that simply showing how you can live when you elevate the law over the government, rather than the reverse, has drawn a number of neighbouring states into a different way of regulating their behaviour.
What we are discussing in this report is essentially the benefits of living under the rule of law. This is why I would urge caution in our response to the events now happening immediately across our border in Ukraine. If I were Ukrainian, I would want a free trade deal with the European Union and – with all of its imperfections – I would prefer this undemocratic system to that of the Kremlin, but a legitimate, elected government is taking a decision which it plainly has the authority to take. We are in danger of toppling from saying that we dislike the decision to saying that the government itself has no legitimacy; as in Egypt we are dangerously close to calling for an effective putsch. If we do that, then on what basis do we claim that our democratic system is better than anybody else’s?"@en1
