"Mr President, a rather surreal debate is going on in the United Kingdom that is completely disconnected from the facts as viewed from this Chamber. We are talking about reforming and overhauling the European system, repatriating powers and so on. We occasionally get friendly allies on the continent – from the Netherlands or Scandinavia and even, from time to time, the Italian Prime Minister – saying that this is all a jolly good idea. Meanwhile, day after day, the acquis communautaire grows, with new powers being awarded by the institutions to themselves, not least in this area of justice and home affairs and the most awful power that a state has over its citizens: supreme coercive force. For 40 years we have had this dialogue of the deaf, with Britain talking and fantasising about a Europe that exists only in pamphlets, while meanwhile the institutions carry on doing what bureaucracies the world over do, which is to aggrandise their powers. No renegotiation will be worth the paper it is written on unless it tackles this jurisdictional question, withdraws us from the competence of those EU institutions and allows us to live alongside our friends and neighbours in Europe under our own laws."@en1
