"Mr President, I think we should accentuate the positive here because a great deal of the money, in fact the vast majority of the money spent, is being spent for the purpose to which it is allocated. Of course, the auditors are pointing out problems and it is the auditors’ job to do that. In my view, in relation to agriculture, we are going to see an increase in the error rates with the new CAP because we have added some environmental measures, which will cause some difficulty in terms of controls. However, there is a difference between error and fraud, and the reports are being used to suggest that everything is fraud when it is not. We need to be very clear on that. I want to raise a separate issue because I know that some 19 500 Irish farmers have received letters about the eligibility of land which they have made claims on, and they have claimed in good faith, based on maps of the past. Our technology is improving and we are seeing things differently and measuring differently. There is a serious mental health issue on farms in the European Union because of the pressure farmers are under, not just income-wise but because of the fear of the auditors. Mr Caldeira, I have written to you about this. I am glad you are taking it into account in your training programmes. There are colleagues in this Chamber who share my concerns. We need to be thinking about more than just money. Human beings matter, too. Let us take that into account when auditing."@en1
