"Mr President, I would like to start, as is traditional, by thanking the rapporteur. Usually this is a bit of a motion one goes through, but in this particular case I would like to make the point that it is very genuinely felt as she did a tremendous job in defending the proposal in a difficult time, with uncertainty surrounding the MFF. It will come as a surprise to people that I support an increase in the budget here. My group is keen on budget discipline. However, what we are also keen on is putting the budget where it works best, and this particular area is one where we have proven, again and again since 1992, that the LIFE Programme works. It is money well spent and it has ongoing benefits for many years hence for the environment. So I do welcome this proposal. It is not a huge budget, but it is very beneficial and it fills an important niche, which is funding the environmental and climate projects that are not eligible for funding anywhere else. It is important that we hold that window open. The first reading agreement, as I said, was the result of protracted negotiations, and I am pleased with the outcome. But there are a couple of things I want to mention. I am pleased with the measures on fixed national allocations, because I actually believe that having those gives applicants certainty that they are going to be listened to and that the money will be available. In the past, if we had not had that, I know many possible applicants who would have simply been turned away. But knowing that the fixed national allocation is available gives them some certainty. Of course, as a British Member I had some real issues around overseas countries and territories. These regions are rich in biodiversity but they often struggle to secure funding from international programmes because there is an assumption that they will be funded by the EU. So I welcome the hard-fought-for commitment from the Commission in its statement, which I look forward to seeing in the minutes, and I hope that this will lead to some really meaningful projects in those overseas territories."@en1
