"Mr President, Ireland is about to regain its economic sovereignty on 15 December when it exits the Troika programme. While Ireland’s participation in the programme is considered to be a success in some circles, there is no doubt that Irish people have had to make enormous sacrifices. True, the euro has survived, but at what social cost in Ireland? I want the euro to work. I want Ireland to remain part of it, but we do need to fix its basic design flaws by strengthening the social dimension. We need a single currency for Europe’s citizens, not just for its central bankers. I was disappointed that the Commission was not more ambitious with its Communication on the social dimension to EMU, and I want to ask you, Commissioner, how will the scoreboard truly capture the deepening social challenges that are facing Member States? How, for example, will it assess the worst forms of poverty, such as homelessness? How can we accurately assess social imbalances given the absence of a European consensus on minimum social protection? How will the Commission address this lacuna? Will the Commission acknowledge that the scoreboard needs to be complemented with a mechanism triggering preventive and corrective action that will promote upward social convergence and social progress? Can we achieve genuine EMU without such a mechanism?"@en1
