"Madam President, my advice to the Prime Ministers in the Presidency is threefold: firstly, stop waiting for the Germans; secondly, do not worry about the Brits; and thirdly, get on with building a cluster of politically willing and militarily capable states to draft a common template for their own national security and defence reviews. Such a common and simultaneous exercise in defence planning is rational and it will increase the impact and visibility of the common security and defence policy. It will also save taxpayers’ money and, if you are interested, Article 46 of the Treaty suffices."@en1
