"The organisation has the same number of staff in its headquarters as the European Parliament, but that is another matter.
I do not think for a moment, Andrew, that NATO is the answer to all of our problems. NATO in any case needs to be revitalised and we are all not spending enough money on defence, and often it is not spent wisely. I would agree with that. But equally I do not agree that the European Union creating duplicative structures is the answer to our problems. We all know why CSDP was set up. It was because France was not happy with the American presence in Europe and has always had the ambition to create a separate structure. I have always said that now that France is fully integrated in the military structure of NATO, the need for CSDP is totally redundant. However it is political matter and it is a political objective.
I quite agree that NATO needs reform as well and revitalisation, but the last thing we want is for NATO to wither away in any way. After all, it has the enormous advantage of binding the United States to the security of Europe and discussing crises with all of the key players including, by the way, most of the Member States of the European Union. That is why it is even more ridiculous that we have CSDP. It is the same countries talking to one another in the same city."@en1
