"I did not support this proposal, as I believe it neither makes the CAP greener, fairer or fully legitimate, nor does it represent a significant step towards the delivery of public benefits. I very much welcome the achievement on transparency, as I have always pushed for a full disclosure of whom CAP payments are being made to. Although the agreement exempts small farmers, it represents an improvement in the legitimacy and accountability of the CAP. Overall however, I believe it is a missed opportunity. The reform does not lead to a decisive shift in favour of a ‘public money for public goods’ philosophy, benefitting society at large by meeting the social, economic and environmental concerns facing rural communities. Moreover, instead of delivering a greener CAP that would represent a real shift towards greener farming in Europe, this reform offers only a ‘green washʼ, which will exempt more farmers from applying the green measures than it will deliver in benefits for the environment."@en1
