"This fund is designed so that Member States with a GDP of less than 90% of the EU average receive extra funds to assist them in growing their economies, hence aiding the process of cohesion. Ireland no longer qualifies for this fund and unfortunately when it did most of the money was not spent in the BMW region, even though it was the figure from this region that allowed the entire country to qualify. Member States have a duty to ensure that cohesion spending is used to narrow the economic gap between regions in Member States thus contributing to overall cohesion in the EU."@en1
