"Having earlier voted in favour of the Cohesion Fund, it is with regret that I must abstain on this issue. The Cohesion Fund is well targeted, allocating funds only to those countries most in need, i.e. those countries that have a GNI of less than 90% of the EU average. Whilst I would argue that there is a case for increasing that rate to 95%, the principle remains a worthy example. This week we have seen a real terms cut in the budget for the first time, a reflection of the economic climate in Europe and around the world, but also an understanding that the EU needs to take a more logical approach to its financing. Transferring large sums of money from Member States to the EU, for the money then to be returned later via a series of programmes and initiatives does not always make sense for the EU as a whole. As individual Member State Governments’ tackle large budget deficits, the EU needs to respond with a smarter and more streamlined budget. By prioritising funding only to those most in need, not only can the overall budget be reduced but the efficacy and efficiency of initiatives can be improved."@en1
