"Mr President, I was there when the Commissioner outlined his proposals for the common agricultural policy. By and large, while we obviously have compromises, he has covered some of the more important issues that he outlined that day, particularly with regard to the more equitable distribution of the single farm payment, greening – and he pointed out that this was very important if citizens were to buy into the necessity for the CAP – and provisions for young farmers. I look forward to these provisions being implemented in a fair and equitable manner. I would also point out that in rural development programmes, particularly for countries that may be in a difficult financial situation, it is very important to have the possibility of using innovative instruments to maximise the potential. Finally, with milk quotas ending in 2015, there should be a tapering off of the superlevy. After all, you cannot tell cows to stop milking in March and to start again on 1 April. So a practical approach here would be helpful."@en1
