"Mr President, I view this reform of the CAP as a missed opportunity. After several years of hard work – you might describe it as running around in circles if you prefer – we find ourselves faced with a voting list which gives us no opportunity to express any desire for any meaningful and effective change. The direction of the last set of reforms has been reversed. Moves towards a more market-focused approach have been reversed. Wine quotas continue to 2030 – will they ever end? Intervention continues for milk, beef and veal. The sugar quota has been continued. The balance for spending between Member States has been lightly tinkered with, not fundamentally changed as it ought to be. Many Member States look west and see 40 % of the EU budget unfairly divided and unfairly distributed. The ability to move money from the second to the first pillar insisted upon by colleagues in this Parliament threatens to contribute further to the complete undermining of any attempt to create a level playing field, which I consider vital to a single market in agricultural produce, and yet we seem to be moving away from it. Finally, I want to mention greening. Member States are currently making costly administrative changes to accommodate greening proposals, which I predict will have no beneficial impact on the environment at all. Nothing has been agreed that will help farmers to farm more sustainably or to help to protect the environment. In five years’ time we will be hanging our heads in shame listening to demands from citizens for complete change."@en1
