"Madam President, let me join in the thanks to colleagues and continue with some key remarks that I want to make on CAP reform. The deal is done, but we have yet to see what the Member States will do with the deal, because they looked for flexibility and they got it, and farmers are now anxiously waiting to see the rules in each Member State. So am I. Let us see how they behave on that. Secondly, if there is less in the budget for the common agriculture policy – and there clearly is – we need to be very honest with farmers. We are demanding more from them, and there are more farmers, so the very least we should do in this debate is acknowledge that the market must deliver more to producers in terms of returns. That is a key demand that the Chamber needs to make. Next, we need a forensic look at the costs of producing food in the European Union, the costs of inputs. They differ hugely compared with New Zealand where, for example, there is no support, so let us look forensically at the bottom line for farmers. On penalties, I have a real concern that our promise of less bureaucracy generally will not be delivered and there is genuine fear among farmers about being penalised for having cross-compliance discretion. We need to be careful in terms of the mental health issues for our farmers around the severity of cross-compliance. We need a more understanding Court of Auditors – and with respect to them they are a very cosseted section of society, and they do not get their hands dirty. Perhaps it would be good if they went farming for a day or two. On rural development funding, let me say this. We have secured a budget for rural development in my Member State of EUR 313 million per year. It is very welcome, but our government – and I say this to my own government – needs to make a clear commitment to fully fund and fully match that funding so that we have good agri-environmental schemes for farmers, we have good investment in on-farm efficiencies and we fund rural development Leader programmes, thus making the most of the money that is available. It is a tall order, but I think it has to be delivered on. I do hope that Parliament keeps a very watchful eye not just on delegated acts, because that is key and we have heard the warnings here, but also on implementation in Member States, and that when the review clause comes into effect we are prepared to change where necessary."@en1
