"Mr President, this is a difficult and, at times, emotional topic for my group, which traditionally has supported a seat here in Strasbourg for Parliament. Having said that, it is noticeable that the majority is declining – and understandably so – with the cost at around 180 million per year, CO emissions, the difficulty and time it takes to get here and, of late, the trend of strikes or threats of strikes when parliamentarians are here. Not good for the mood music. We also have to ask whether there is any other Parliament in the world which spends three weeks in one city and one week in another city? Is there any other Parliament in the world that does not have a say in its location? Having said that, I thought Mr Fox gave a very objective and fair account, in particular of Strasbourg as a city. It is a beautiful city and a welcoming city and, for that reason, in any decision we might take, we should be sensitive to the void that would be left if we were to relocate out of Strasbourg. I would suggest that we should perhaps look at the location of all institutions so that we get a balanced and objective approach to the matter which matches the needs of the European project as it goes forward. Finally, I would also say that, because of the symbolism which Mr Fox referred to, perhaps rather than coming here twelve times a year, we might agree that, if changes are to be made, we would come here one week every year. That would preserve the symbolism."@en1
