"Mr President – very briefly – I bid for catch-the-eye speaking time in this debate. I did not get it, but quite honestly I can have no complaint based on the explanation you gave of the manner in which you distribute catch-the-eye times. It is the first time I have heard it so well explained. You distribute this time on a pro rata basis across the House and, I presume, on the basis of who comes in first. I was not in first or at the beginning of the debate. I would mention, however, that last night I was here for two full debates and I was not called. There is one further small point I would like to make. You mentioned that the debates are an hour beyond the scheduled timing. One reason for that is that people are allowed to go beyond their speaking time, and today I heard one person speak under catch-the-eye for 2 minutes and 23 seconds without being cut off. You are not the worst offender though!"@en1
