"Mr President, structural funding from the European Union is vitally important for improving economic competitiveness in my constituency of Wales and in particular for the area of West Wales and the Valleys which will once again qualify for full convergence funding under the forthcoming programme. I am hopeful that tomorrow’s vote can mark the beginning of a real step-change for Wales and for the way that European funds are deployed back home. Unfortunately, as we draw to the end of another round of funding, Wales still remains among the poorest parts of the EU, despite being part of the United Kingdom. For me, this is the clearest possible measure of our need to do more to ensure that the EU funding received in Wales and elsewhere in the Union is utilised effectively. Therefore, in the next round of funding, we need to strive to invest in a manner that guarantees maximum economic productivity. In what remains a time of economic difficulty, better spending is an approach we can see reflected in this package in its move towards a more results-orientated approach. This is how it must be in the roll-out of this funding back home over the coming years. I am hopeful that, if we follow such an approach, we can actually target investment in areas where it will make a big difference."@en1
