"Madam President, can I thank the rapporteurs and the negotiating team for all the hard work they have done. Let me say at the start that the Committee on Budgets was not, of course, happy with the cut proposed for cohesion policy in the future. We believe this is one policy which should be funded properly. But we certainly gave our agreement to the initial proposals coming from the Commission on involving regions and local authorities, on having a greater focus on performance, and also on simplifying measures for the future. Some problems do remain in terms of the performance reserve, macroeconomic conditionality and the ESF allocation, but acceptable compromises have now been achieved on all these things. And after our agreement, the next step will be for partnership agreements and then the operational programmes for Member States and regions. That is why it is now absolutely essential that this Parliament give its full support to all the regulations we are discussing today and all the regulations we are voting on tomorrow. Many Member States and many regions are now putting together their operational programmes, and many beneficiaries and applicants are putting together their bids. They are ready to go and we need to make sure that tomorrow we vote to put those projects in place."@en1
