"Mr President, I would like to compliment our two rapporteurs, Monika Hohlmeier and Anne Jensen. This has been an important report. It is year one of the Multiannual Financial Framework and I appreciate that our two rapporteurs have worked in very difficult circumstances and have produced what I would term a very sensible report.
In particular, I warmly welcome their proposals for increased funding under heading 1A. It is vital that we focus maximum effort where it is most needed and where it gives the best return. To that end, creating jobs, particularly among the young, as well as research and development, Erasmus and Connecting Europe, will all help long-term sustainable growth in the economy.
I also welcome the 6% reduction in the size of the budget, but operating with a lower budget inevitably means much-reduced margins, and that will present a number of challenges throughout the year. In the short term, greater flexibility in the way the budget is operated has to be sensible but, to that end, we must give fresh thought, in the long term, to focusing our efforts and our resources on where they will bring most benefit – in other words, to offering greater value for money."@en1
