"Mr President, first of all can I congratulate Parliamentʼs negotiation team, and particularly Ivailo Kalfin, for the tremendous work they have done. We all recognise that there has been a cut in the overall budget, including a cut in the funds for cohesion policy – a cut of over EUR 30 billion – and I certainly recognise that this is a great pity because these are the type of programmes for which we should be increasing the funding. We know that there are issues still regarding the cohesion policy regulations, on the ESF allocation and on the performance reserve, and many other things. But on all these issues we have now reached compromises. Of course, we should also be pleased that some of the things we wanted to achieve have been achieved in the MFF: for example, an 8.5 % increase in the budget for Horizon 2020. We have a new youth guarantee scheme and funding for it. We also have a new fund for deprived persons, and I hope Member States, including the UK, will take up the opportunity to gain funds from that particular programme. And, of course, we have managed to frontload many of our priorities, which is vital in a time of difficult economic circumstances. So now we really should be voting to accept the MFF. We were right to negotiate a better deal but now, as a Parliament, we cannot be blamed for delays in the implementation of the MFF or future programmes, and I am sure colleagues would not want those delays. In all regions, including Wales where I come from, we now have projects which are ready to go, projects which have been looking for funding. So when we vote tomorrow, the eyes of regions, local authorities, universities and citizens will be on us and we need to make sure that we vote ‘yesʼ to the MFF in the vote."@en1
