"In favour. The Commission presented its most recent proposals for amending the Union framework for electronic communications in November 2007; the revised framework was adopted by the Parliament and Council two years later, in November 2009, after lengthy and difficult negotiations. The deadline for transposition into national legislation was 25 May 2011, i.e. 18 months after adoption. However, only a small minority of Member States transposed the rules in time and the last Member States to notify full transposition did so only in January 2013. While the Commission has the obligation to review the framework periodically and has recently committed to a review of two integral parts of the framework (Directive 2002/58/EC on privacy and electronic communications and the recommendation on relevant markets) it has not so far announced its intention of a whole review. That is why we welcome this opportunity to weigh up the framework and consider where the Commission stands on questions that were already on the table in 2009 but only touched upon at that time owing to lack of consensus."@en1
