"I welcome the agreement reached with the Council, under the Irish Presidency, in June for the European Environmental Action Programme (2014-20). This, the seventh, European action programme, sets out the major priorities and guidelines for EU environmental policy, and hence Member States’ environmental policies, over the next seven years. The action programme is aimed at steering Europe’s transition towards a resource-efficient, low-carbon and environmentally-friendly economy that protects and strengthens the environment as well as the health and well-being of citizens. I particularly welcome the emphasis placed by the EP in the new programme on improving the implementation of EU environmental laws, as well as the emphasis on waste management, the combined effects of chemicals, the need for a legally-binding framework for energy and climate policy by 2020, the need for progress on soil protection and the elimination of environmentally-damaging subsidies in the new programme. I would now urge the Council to approve the seventh programme without delay and the challenges identified in this programme should be addressed by means of concrete proposals from the Commission."@en1
