lpv:translated text	"The Commission’s proposal to reduce the ceiling of guarantee for the sub-region of the Southern Mediterranean neighbourhood from EUR 8.7 billion to EUR 8.4 billion should be condemned. A reduction of some EUR 300 million cannot be justified, given the current turmoil in the Mediterranean region. Any reduction in the Southern Neighbourhood envelope is not acceptable and the least that could be done is that the amount be reinstated to at least EUR 8.7 billion, as it was back in 2009.
