"This report is badly needed. Until now the EU did not have a specific legislative framework for enforcing its rights in the field of trade policy. We need to move away from the previous case-by-case approach to something more concrete. The EU needs to be able to enforce and defend its rights in the event of unfair or illegal trade actions taken in a third country. The effectiveness of EU action is dependent on a timely defence of our trade rules. With all this in mind, the initiative intends to provide the EU with a single legislative instrument enabling it to defend its interests in a rapid, effective and flexible way, in order to encourage offending countries to put an end to illegal behaviour."@en1
