"High-quality traineeships, work-based learning, apprenticeships and dual learning that offer decent pay, appropriate working conditions, a strong learning component and are associated with a qualification process, as well as greater recognition of youth work and volunteering, can facilitate the transition from education to quality employment and the development of crucial life skills. Member States need to give greater recognition to experience and skills gained through non-formal and informal learning, including by fully implementing the 2012 Council Recommendation establishing national systems for the validation of non-formal and informal learning, ideally well before the 2018 deadline. I welcome the resolution’s call for more and better apprenticeship placements and the development of clear quality criteria aimed at preventing abuses. The launch of the European Alliance for Apprenticeships last July and the new Erasmus+ programme, with its stronger focus on apprenticeships, offers Member States the chance to change mindsets on vocational education and to promote apprenticeships. Deeper cooperation between education institutes, the social partners and civil society can help us address the issues of skill mismatches, gender imbalances, social exclusion of vulnerable groups and the opportunities which digital literacy, open education resources, ICT and language skills can bring."@en1
