European Union development policy is founded on a human-rights based approach and there is a strong commitment to strengthening the democratic process in developing countries. The report also recognises the important role of local authorities in fragile states and the need to ensure the development of administrative and technical skills so that local authorities and others provide basic services and at the same time seek solutions to address the root cause of poverty inequality and exclusion."@en1
